Salary: $156,000 annually, plus excellent benefits, including a one-time payment relocation bonus of $5,000.

 

Skookum Contract Services (Skookum) is a national nonprofit, government contractor that is dedicated to “Creating Opportunities for People with Disabilities” through hiring and supporting individuals with disabilities and veterans with disabilities. The Environmental Manager position is based at the Naval Air Station Whidbey Island, the premier naval aviation installation in the Pacific Northwest, located in Oak Harbor, Washington. The City of Oak Harbor, located on Whidbey Island, has a population of 23,000 and can be reached by land or ferry, about a two-hour drive northwest from Seattle. The surrounding area consists of breathtaking scenery and is in the rain shadow of the Olympic Mountains, which results in half the annual rainfall of Seattle. The nearby San Juan Islands, Mt. Baker, and the Cascade and Olympic Mountains offer many recreational activities.

The Environmental Manager position involves managing and continuously improving multiple environmental compliance programs and activities, including but not limited to stormwater, wastewater, air, hazardous waste, and petroleum hydrocarbons, while ensuring alignment with the Department of Defense and applicable state of Washington Department of Ecology standards. This includes overseeing timely inspections of structures and systems (e.g., stormwater collections ponds, aboveground storage tanks, hazardous waste collection areas), implementing safe and environmentally sound pest management strategies, and maintaining Environmental Department spill response readiness.

 

Bachelor’s degree and eight (8) years of experience in Environmental Management is required. 10-15 years of environmental operations experience is preferred. A minimum of three (3) consecutive years of experience in hazardous waste management and hazardous substance spill response is required. As well as a minimum of two (2) years of experience in spill prevention and countermeasures (SPCC) management and underground storage tank management is required. Certified Environmental Manager (CEM) and/or 40-hour HAZWOPER certification is preferred. 16 hours of DOT hazardous material training (can be obtained prior to hire or soon after employment). Candidates must obtain additional training once employed according to the BOSC contract requirements listed for Environmental Manager within six (6) months. Candidates with equivalent experience will be factored relative to college degree requirements. A valid driver’s license is required with the ability to obtain and maintain coverage by Skookum’s insurance. Candidates must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position. A HAZWOPER pre-employment medical examination is required.
