The City of Gresham is seeking a collaborative, team oriented, public servant to serve as our Watershed Operations Superintendent. The position plans and manages the work of the Watershed Division of the City of Gresham's public works operations. With the primary focus of providing an oversight to the operations and maintenance of traditional and nature-based stormwater infrastructure, this position is a leader for upholding and maintaining compliance with mandated and un-mandated requirements. This person will lead a team that is focused on the goal of providing high quality watershed operations and has the agility to collaborate across divisional and departmental lines in order to complete high priority public service items.

The Watershed Operations Superintendent reports to the Watershed Division Manager, but will autonomously lead and manage watershed operations, including asset management, operations personnel management, and project management relating to stormwater system operations (e.g., maintenance, operation and repair of traditional and nature-based stormwater infrastructure, system construction activities, and asset management). While the Superintendent manages and leads the operations of Watershed system (projects and people), the successful candidate will join a collaborative team of Superintendents and will serve as a 24-hour on call Superintendent on a rotational basis.

 

What you will get to do:

  • Drive strategic direction as a member of the Watershed Division’s leadership team.
  • Provide subject matter expertise in the operation and maintenance of both traditional and nature-based stormwater infrastructures.
  • Receive, investigate and resolve complaints from the public regarding system maintenance problems
  • Manage all planned and unplanned repair and maintenance of all stormwater assets and operations.
  • Ensure all regulatory compliance including O&M section of the City’s NPDES Municipal Separate Storm Sewer Systems (MS4) Permit.
  • Mentor and ensure staff has the appropriate training.
  • Respond to emergency calls as well as daily customer calls.
  • Ensure all PPE and training is accounted for.
  • Manage operations budget, forecast with analyst, maintain regular meetings and plan for year-to-year system need maintenance and upcoming budget impacts.
  • Approve and code all purchases, equipment, goods, services, materials, outsourced services.
  • Work on special items, contract development for goods and services, and manage contract and project as operations’ needs.
  • Work with Finance, and Fleet Services to forecast and prepare for large purchases and needs.
  • In collaboration with the Watershed Division Manager, develop the annual operating budget for the Watershed Division. This includes the expenditures for the repair and maintenance of city infrastructure, field staff equipment including tools and vehicles, training for operations staff and salary and benefits for the Watershed Operations staff. The Watershed Operations budget is currently about $7M annually.
  • Act as Operations ROM for one quarter each year.
  • Interact as expert with utility billing tasks, GIS mapping needs, IT needs, development and engineering needs, with all other adjacent government agencies and municipalities, Finance, Fleet, and Facilities Maintenance.
  • Work with Risk Management related to all tort claims related to watershed operations.
  • Collaborate with the Engineering and Development Services teams to build long-term financial viability into new development projects.
  • Act as the City representative in public interactions including attending meetings with consultants and other public agencies and occasional meetings with neighborhood associations.

MINIMUM QUALIFICATIONS:

  • Valid Driver's License
  • Good driving record (according to our driving matrix, see below)
  • Bachelor's degree in related field
  • Three (3) to six (6) years of related experience in stormwater management
  • Training in or experience with FEMA ICS 100, 200, and 700.
  • Training in or experience with asset management program including Computerized Maintenance Management System, specifically with Lucity

Any combination of qualifying education, training, and/or experience equivalent to Seven (7) to Ten (10) years will be considered.

 

Driving Matrix:  
You will be disqualified from this process if you possess any of the following driving infractions:

  • A major traffic offense or accident that results in death or major injury
  • Driving under the influence (DUI) offense within the last 5 years.
  • Have more than 3 moving violations within a 3-year period or more than 2 within a one-year period.
  • Have more than 2 accidents within a 3-year period.
