The Risk Manager plays a critical role in safeguarding the organization by overseeing a comprehensive, District-wide risk management program that identifies, assesses, and mitigates potential risks to the organizations safety, security, loss control and emergency preparedness programs, ensuring compliance and by performing the following:
Essential Duties
• Identify, analyze, and evaluate potential risks affecting the District.
• Develop and implement risk control strategies, policies, and procedures to minimize exposure and financial loss.
• Oversee and participate in all-hazard threat and vulnerability assessments to guide planning and funding.
• Oversee safety and security programs. Partner with and advise senior management to create a District-wide safety culture implementing safety and security programs that help protect its employees and assets. Chair CRW’s safety/health and emergency planning committees.
• Develop and update emergency response and related plans, coordinate response and recovery from emergencies and disasters.
• Develop and manage budgets and apply for federal and state funding for emergency preparedness, response, and recovery. Report on the use of funds allocated.
• Partner with regional, state, and federal emergency management agencies on emergency preparedness.
• Coordinate staff training to fulfill FEMA’s National Incident Management System (NIMS) roles; function as a liaison with other jurisdictions and be able to serve in various roles within the NIMS system during emergencies.
• Monitor industry trends and emerging risks to update risk management strategies.
Minimum Qualifications
To qualify, candidates must have a bachelor’s degree in risk management, public administration, occupational safety, or related field, along with a minimum of 3-5 yrs of progressively responsible experience in public sector risk management, emergency or crisis management, public safety, loss control, overseeing OSHA safety and health programs or a related field. Relevant certifications, training or additional experience may substitute for some of the educational requirements, or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities will be considered.
ABILITY AND SKILLS: Exceptional leadership; clear, effective oral and written communication to various audiences; excellent analytical skills and quick and effective decision-making under pressure. This position is safety-sensitive; you must be able to meet physical standards and pass pre-employment exams. A valid driver’s license and occasional overtime are required.
