Water Construction Manager
This full-time position reports to the Water Engineering Manager and is located at the Operations Center, 8600 NE 117th Avenue, Vancouver, WA 98662. The work schedule is Monday through Friday, 7:00am to 4:00pm.
WHAT YOU WOULD DO:
Provides support and coordination during construction for the completion of drinking water capital and development projects. Coordinates with contractors during construction to ensure adherence with contract plans and specifications, federal, state, local laws/ordinances and Utility policies, and procedures. Provides direct support to engineers, project coordinator and
inspection staff performing inspection of water utility projects. Resolves difficult disputes with contractors, developers, and customers.
- Administers contracts for construction of Water Utility capital improvements and development.
- Interprets standards, regulations, policies and engineering plans and specifications for contractors.
- Enforces regulations and policies; drafts amendments and recommendations to engineers for approval.
- Responsible for reports on construction activities; reviews logs for monthly pay request.
- Reviews progress payments and prepares change orders for construction projects.
- Reviews design, provides recommendations, discusses potential implication with engineers.
- Manage pre-construction and regular construction meetings with contractors.
- Address field issues that come up and act as a liaison between the contractor and Utility customers.
- Coordinate with Utility Operations staff for activities associated with new construction.
- Develops punch lists and recommends final approval/acceptance of completed projects.
- Conduct construction site field visits in support of water utility staff and the contractor.
QUALIFICATIONS:
Bachelor of Science degree (B.S.) in Civil Engineering or Construction Management with a minimum of four years of relevant experience, including construction experience on structural, mechanical, electrical, and civil work for pumping and water/wastewater treatment facilities.
Successful candidates should have exceptional organizational skills, be detail oriented, highly motivated with excellent computer skills, including: Microsoft Office, Word, Excel. Microsoft Project experience preferred. Strong verbal communication and writing skills with demonstrated ability to communicate effectively with internal and external customers. Ability to process problems and apply common sense to carry out instructions in written, oral, or diagram form. Possess knowledge of construction management systems with general understanding of utility related construction practices.

SALARY:
Salary ranges are market based and established annually. With full competency in the role and satisfactory performance, the target salary is midpoint within the established range.
2025 Water Construction Manager: Minimum: $98,327 Midpoint: $123,242 Maximum: $148,156
