Development Review Specialist

Oak Lodge Water Services (OLWS) provides drinking water, wastewater services and watershed protection to almost 30,000 citizens of the Oak Grove and Jennings Lodge areas through 9,100 customer connections and 200 miles of water and wastewater pipes. Our wastewater treatment plant treats approximately 1.5 billion gallons of wastewater every year.

The Oak Lodge Water Services Technical Services Department is looking for a Development Review Specialist to join our team.  We are seeking candidates who enjoy working with the public and are ready to take a primary role in permitting and development.

ESSENTIAL DUTIES:

• Serve as primary customer contact and respond to customer and developer requests at the counter, over the phone, and in writing for water distribution, sanitary sewer and surface water information and requirements for development proposals.
• Plan review for residential and commercial developments, including water distribution, sewer and storm lines, storm water treatment systems, and erosion control plans, coordination of these reviews with Clackamas County Department of Transportation and Development, and composing of comment letters and conditions of approval.
• Office and field research for, written response to, and tracking of Clackamas County requests for comments on development proposals and relevant permits.
• Attendance of Clackamas County Pre-Application Conferences, design/development review and/or pre-construction meetings for conveying OLWS comments.
• Create maintenance agreements for water, sanitary sewer, and surface water management facilities.
• Coordination with OLWS staff during the review, permitting, construction, and inspection of private developments.
• Preparation, review, and approval of easements, plats, and record drawings for private developments.
• Review and updating of water distribution, sanitary sewer, and surface water management design standards.

Basic knowledge of the principles of civil/environment or water resources engineering, including water quality and treatment, hydrology, hydraulics, engineering economy, and surveying. Knowledge of the principles of land use planning, site design and associated development review processes conducted in the state of Oregon.  Knowledge of the principles and applications of geographical information systems. Working knowledge of word processing and spreadsheet programs such Excel and Word. Working knowledge of Geospatial information Systems such as ArcGIS. Ability to effectively utilize the above software programs.  Working knowledge of construction methods and the ability to perform inspection of construction projects including accurately, clearly, and concisely documenting construction progress and related issues.  Skill in performing field investigations of sanitary sewer and storm water problems to gather data and document conditions; developing alternative solutions, including preliminary costs; and making recommendations based on engineering principles and practices.  Skill in reading and interpreting engineering drawings, plans, maps, calculations, specifications, shop drawings, rules and regulations, and related legal documents.  Ability to effectively organize, manage, and complete multiple work tasks.  Ability to listen to and understand questions and concerns from the public.  Ability to comprehend the scope and intent of written and verbal communications from coworkers.  Ability to effectively communicate concepts and ideas through written and verbal expression, including memos, letters, reports, telephone calls, meetings, and public presentations.  Skill in establishing and maintaining harmonious work relationships with coworkers, customers, contractors, and other government agencies.
