We are currently seeking a motivated and experienced manager to lead our Project Management (PM) Section. This position reports to the Utilities Assistant Director of Engineering and manages an Engineering Supervisor and a group of ten engineering project managers who deliver the design, contracting and bidding phases of Utilities drinking water, wastewater, and stormwater CIP projects. In addition, the PM Section Manager collaborates with other Engineering Division managers who oversee CIP Portfolio Management, Planning, Asset Management, Construction, and Utilities Development Services. These groups all report to the Utilities Assistant Director of Engineering.

Essential Duties and Responsibilities
KEY RESPONSIBILITIES
- Oversee the management of Utilities CIP projects including the phases of project alternatives analysis, preliminary and final design, bidding and contract award. Use Project Management Institute (PMI) principles of scope, schedule, and cost management, risk and quality management, communications management, and resource management.
- Develop and/or update project management standards, tools, and templates as needed to strengthen the management of Utilities CIP projects.
- Monitor and control the delivery of Utilities CIP projects to ensure delivery of projects within scope, schedule, and budget constraints, while effectively managing risks.
- Manage the work of staff within the Project Management Section; take responsibility for selecting, training, supervising and evaluating subordinate professional staff, provide engineering and other technical, regulatory, and community related guidance and direction to staff, determine staffing needs, and manage CIP project expenditures and schedules against adopted budgets and schedule commitments.
- Assist in the development of the adopted biennial CIP budget and prepare budget forecasts for the 10-year CIP budget.
- Make presentations to the City Council, Environmental Services Commission, Bellevue Utilities Directors, citizens and advisory groups and prepare City Council agenda materials as needed.
- Work collaboratively with other city departments and agencies to coordinate on Utilities capital projects.
- Determine applicable codes, regulations, engineering standards, and project design/analysis methodologies for Utilities projects.
- Oversee the coordination and development of engineering plans and specifications, competitive bidding processes, and management of consultants and other vendors during the design phase of projects.
- Coordinate and partner with other Utilities Engineering Division managers to ensure strong alignment with the CIP work that occurs in Portfolio Management, Planning, Asset Management, and Construction Management sections.
- Coordinate and partner with other departments within the City of Bellevue on CIP work as needed, especially Transportation, Parks, and Facilities & Asset Management Departments.
- Maintain regular contact with consulting engineering firms, construction project engineers and inspectors, City, State, and Federal agencies, professional and technical groups and the general public regarding PM Section activities and services.
- Serve as a collaborative and supportive member of the Engineering Division Leadership Team and the Utilities Departmental Leadership Team by engaging productively in leadership forums, departmental activities, trainings, and strategic planning for the Utilities Department.
SUPERVISION RECEIVED AND EXERCISED:
- Work under the general supervision of the Assistant Director of Engineering.
- Exercise supervision of Engineers, Senior Engineers, a Supervising Engineer and contracted employees.
Qualifications
EDUCATION AND EXPERIENCE QUALIFICATIONS
- Graduation from an accredited four-year college or university with a degree in civil engineering or related field is required.
- Minimum of five (5) years of progressively responsible related experience in water, sewer, and/or storm/surface water engineering and project management is required. Preferred seven (7) or more years of progressively responsible related experience in water, sewer, and/or storm/surface water engineering and project management.
- A minimum of three (3) years of personnel supervision experience and section management is desired.
- A current Washington State Professional Engineering license or ability to obtain one in 6 months is required.
- Project Management Professional (PMP) certification is desired.
Supplemental Information
Flexible/Hybrid Working: A hybrid work schedule is available for this position following an orientation period working in the office after hire. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
