We’re currently recruiting for a Senior Civil Engineer - Water. The primary responsibilities for the job are to oversee the design and coordinate the construction of water utility capital projects. Supervise, plan and coordinate the activities of water utility engineering staff in the design of water main, water production and water treatment installation projects. Provide oversightcoordination for Asset Management of the water production and distribution system.

This is a full-time, exempt, non-union position. The schedule for this position is M-F, 8am to 5pm.

Job Details

Essential Functions:

  • Managing and designing capital water projects and supervising others to manage and design capital water projects. Duties include; developing and overseeing the development of plans, specifications, cost estimates, and bid documents for water system improvements; preparing staff reports for City Council; working closely with operations and construction staff to provide technical support in solving problems; developing RFQ's and administering consultant contracts; managing engineering consultants; coordinating with County and State roadway departments, other utility agencies, and other City departments for project development, design, costs, and scheduling; navigating various permitting processes to obtain permits for construction in compliance with all local, state, and federal laws and regulatory codes.
  • Provide review and recommendations to managers in the development of regulatory planning documents such as the updated Comprehensive Water Plan which analyzes the water system's ability to meet future demands over the next 20-years to determine where system improvements might be needed.
  • Attending public meetings and presenting project information. Answering project related questions from the public and developing informational literature with the help of our Public Communications Director as needed on a project by project basis.
  • Direct and supervise staff within the water engineering team. Conduct performance evaluations, coordinate, training, work with employees to correct deficiencies, and implement hiring, discipline, and termination procedures. Recommend, withing departmental policy, appropriate service, and staffing levels.
  • Oversee water engineering staff in the coordination and prioritization of roadway coordination and the design of water utility projects with County Public Works, Washington State DOT, and other utility agencies and engineering groups.
  • Coordinating and providing staff training for the design and construction of capital water main projects. Performing day to day department administration work related to; details, standards, design schedules, code and policy, the development of interlocal agreements, training, and answering questions.
  • Attend construction progress meetings and act as an engineering support liaison during project construction.
  • Oversee staff in the preparation of engineering designs, specifications, costs, and quantity estimates of public works projects; obtain required easements or permits for water system construction. Prepare request for proposals and bids; review contract bids and proposals; manage coordination and review of consultant’s design work.  Coordinate with GIS staff and oversee prioritization of water system projects related to areas of responsibility.
  • Provide highly responsible and complex staff assistance to the Water Engineering Program Manager.
  • Perform other duties and responsibilities as assigned.

Qualifications

Experience and Education

  • Five (5) years of increasingly responsible professional civil engineering experience, including at least two years of lead supervisory and project management responsibility.
  • Equivalent to a Bachelor's Degree in civil or environmental engineering from an accredited college or university with major course work in civil engineering or a related field.
  • Equivalent combinations of education and experience may be considered.
