About the Department:

Under the Operations division of the Public Works Department, this position is responsible for designing, planning, implementing and maintaining various water utilities related programs and activities, including current and long-term planning activities. This position will require a professional level of administrative, engagement, and analytical support for water resource related strategies such as supply, quality, regulatory compliance issues, water conservation, community outreach and public information programs. A professional level of coordination must be maintained to develop and implement the City’s water supply management with City staff and wholesale customers.

This position will participate in development review that may have impacts to the City’s water system infrastructure and participate in legislative review to provide recommendations, support and assistance to the administrative superior on water supply related issues.

 

JOB DESCRIPTION:

Under the direction of an administrative superior, the senior engineer plans, designs, constructs, operates, maintains and manages major engineering projects.  Work involves preparing complex engineering designs, specifications and reports.  Responsibilities also include providing technical supervision and advice to lower level engineers or technicians on design issues.  Considerable independence is exercised and work is reviewed based on the accuracy and utility of the finished product and the promptness with which operating deadlines are met.  Depending on the area of assignment a senior engineer may supervise the work of technical staff i.e., associate engineers, construction managers, engineering technicians, etc.

 

Job Responsibilities:

  • Plan, schedule, conduct and coordinate detailed phases of engineering work in major city engineering projects, including assisting in or leading the selection of consultants.
  • Formulate engineering designs based on field data and comprehensive city plans; assure the completion of final project designs with assistance from an engineering support group. Evaluate the impact of construction projects on neighboring properties and make adjustments as necessary.  Assist in right of way acquisition process.
  • Review inspection reports, drawings and plans. Review the decisions and designs of associate engineers and other staff.  Independently evaluate, select and apply standard engineering techniques, procedures and criteria using judgment in making adaptations and modifications.
  • Inspect and evaluate location survey data to assure that conditions, existing structures and underground facilities on the site are fully disclosed and accounted for in drawings and resulting plans.
  • Review calculations for projects, clearance, drainage requirements, span length, stresses and reinforcement demands. Analyze data, comparing against specified and computed values and suggesting changes and improvements where needed.
  • Investigate casualties or failure of structures or designs. Document findings and recommend solutions to problems and/or procedures to prevent reoccurrence.
  • May review construction related design issues and advise construction management personnel on proper engineering solutions.
  • Prepare construction cost estimates, design or study cost estimates, and budget-level planning cost estimates for future projects; analyze assigned projects to determine estimates of man-hours and material needed for completion. Provide assistance to budget personnel in preparing cost estimates.  Prepare projects for construction bids.
  • May provide technical supervision, support and technical guidance to associate engineers and other engineering personnel depending on area of assignment. Assist principal engineer, superintendent and/or department director in performance review and development of individual employees.
  • May conduct studies and prepare comprehensive facility plans and long-range or 6-year capital improvement plans.
  • Perform related work and special projects as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

A combination of education and related experience may substitute for education requirements.

  • Bachelor’s degree in Civil Engineering and
  • 5 years professional civil engineering experience; including 2 years of supervisory experience preferred and
  • Registration as a Professional Engineer in the State of Washington.
