The Eugene Water & Electric Board is currently seeking a Water Engineering Supervisor. This position is responsible for providing primary leadership and supervision of the Water Engineering Section including engineering, planning, and technical staff.

It has never been a more exciting time to work for EWEB’s Water Division which consists of an 80 million gallon per day water treatment plant, 800 miles of distribution pipe, 25 pump stations, 22 reservoirs, and numerous pressure zones serving almost 200,000 customers through both wholesale contracts and retail.  Some of the largest projects in EWEB Water Division History are in construction or planned to occur over the next ten years.

The successful candidate will report to the Water Operations Manager and participate as a member of the Water Operations Management Team to identify, establish, and implement Water Utility and Corporate business objectives, while supervising approximately 10 direct reports.

Responsibilities of the Water Engineering Supervisor include:

  • Preparing and implementing the Water Division 10-Year Capital Improvement Plan (Ten-Year plan currently totals approximately $350 Million). Plan includes projects in water source, treatment, transmission, distribution, pumping, and storage facilities.
  • Management of internal staff and/or consultants and contractors to ensure timely completion of projects.
  • Oversight for development and maintenance of design standards for water facilities.
  • Preparation of annual work plans and budgets for capital improvement projects/programs and coordination with EWEB financial staff.
  • Leadership and supervision of water resource and planning activities including Water Distribution System and Facilities Planning.
  • Oversight, maintenance, and development of water rights and related activities.

The successful candidate will have knowledge of and direct experience in most or all of the following:

  • Preparation and use of construction documents for water distribution system and facility work;
  • Engineering principles and practices related to water supply, treatment, transmission, pumping and storage;
  • Advanced principles and practices of leadership, public administration, and organizational management;
  • Demonstrating cultural competency through respectful, inclusive work habits and through the valuing and welcoming of cultural differences; Principles of supervision, training, and performance evaluation;
  • Principles and practices of program and policy development and administration of water and/or electric utilities;
  • Applicable Federal, State and local laws, rules, regulations, codes and/or statutes as they apply to water and/or electric utilities;
  • Principles and practices of financial, budgeting, and accounting administration;
  • Strategic planning concepts, methods, and systems;
  • Effective communication of oral and written technical information to a diverse audience including engineers, customers, contractors, operations & maintenance personnel, and the Board of Commissioners.
  • Establishing and maintaining effective working relationships with managers, supervisors, employees, customers, and other agencies.
  • Understanding and integrating organizational goals and strategic directions into services, programs, and products.

The starting annual salary for this position is $133,713.33 to $178,284.44 commensurate with knowledge, skills, education, and experience as it relates to the position. 

Minimum Training and Experience Required:

Minimum Experience: Eight years of progressively responsible work experience in a directly related functional field which includes four years of direct supervision in a multi-functional work environment OR an equivalent combination of professional, senior, lead, or project management experience may satisfy the supervisor requirement.

Education: Bachelor’s degree from an accredited college or university in a directly related technical field or an equivalent combination of education plus additional job related experience may be qualifying. Must have completed four-year ABET-accredited engineering curriculum or equivalent.

Professional license or registration: Professional Engineer (P.E.) license required

Physical activities (with or without accommodation): Exerting up to 10 pounds of force occasionally (activity or condition exists up to 1/3 of the time) and/or a negligible amount of force frequently (activity or condition exists from 1/3 to 2/3 of the time) to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.

Telecommuting: This position is based in Eugene, Oregon, and has been approved as a hybrid work arrangement involving a combination of telecommuting and working on-site. The selected candidate must live in the state of Oregon.
