The League of Oregon Cities (LOC) is a voluntary association of 238 incorporated cities throughout the state. The League was founded in 1925 and is governed by a 15-member Board of Directors. OAWU was formed in 1978 to represent water utilities’ interests in the state legislature and became a state affiliate of the National Rural Water Association.
